破坏自然生态 消协反对新缆车计划

（槟城27日讯）槟城消费人协会坚决反对升旗山新缆车工程，并号召升旗山之友归队，要政府马上停止破坏升旗山。
工程已开动的升旗山新缆车系统，在建成后的每小时将可载送1000人上山。由于现有升旗山设备不足以应付如此庞大的游客量，槟消协担心新缆车系统的建造，是让升旗山大型发展计划重新复活的导火线，最后对升旗山自然生态及历史造成无可挽回的破坏。
依里斯召升旗山之友归队
消费主席莫哈末依里斯说，为阻止升旗山被破坏，消协将在下周紧急动员，召集升旗山之友前成员归队，重新启动这个组织，维护升旗山。
升旗山之友是于上世纪90年代初，槟州政府准备让成功集团大事发展升旗山时成立，在该组织的积极动员在短时间内收集到数万人签名后，成功让这个已经要开动的大型发展计划紧急叫停。
当时由成功集团属下的槟城升旗山旅游私人有限公司（Bukit Pinang Leisure Sdn. Bhd.）献议的发展计划，包括兴建类似迪斯尼乐园的主题公园，并计划在山上兴建五星级酒店。
有关公司于1990年9月1日与州政府签署了两项共耗资4亿6000万的升旗山发展计划意向书，发展列车几乎已经开到升旗山脚下。
两次环境评估都不能通过
在各造的大力反对下，这个庞大的开山发展计划，最后被接任林苍佑出任首席部长的许子根国阵州政府取消。当时有关计划在两次进行的环境评估报告中，都不能通过。
槟消协是当时发起升旗山之友的主要组织，升旗山之友成员包括马来西亚自然协会、古迹信托会、理大学术及行政职员协会、槟城纳税人公会、大马回教青年运动、槟州青年理事会等组织。当时在野的民主行动党，在秘书长林吉祥的率领下也对有关计划提出强烈反对。
山上设备无法负荷游客量
槟消协主席莫哈末依里斯说，虽然升旗山新缆车系统已经开动，但为了维护升旗山的自然生态在未来不被破坏，消协不会坐视不理。
“我们要号召所有关心升旗山的槟城人民及组织，重新回到升旗山之友组织下，叫停这个计划。”
他说，新缆车计划必须马上停止。他说，新缆车每小时可载送1000人上山，但以现在的山上设备，根本无法负荷这么庞大的游客数量。
“我们不希望新缆车系统建成后，后面会跟随着更大的发展计划。因为一小时具有1000人载客能力的新缆车，一天可能给升旗山带来1万5000人的游客数量，这将会成为启动更大型发展计划的借口。”
他说，槟城人不要因为发展，而让这个原本属于每个槟城人的升旗山被私人公司给占据。“就像现在的巴都丁宜海边，因为大事发展，属于槟城广大群众的海滩已经被酒店占据，公众要享受海滩已变得不容易了。”
莫哈末依里斯说，根据即有的升旗山游客数量，原有的缆车系统已足够应付。如果当局是以有关于1923年启用的缆车系统老旧，当局可以对它进行升级，这方面可以向目前还在使用这个缆车系统的瑞士及香港取经。
他说，平日上升旗山的游客数量并不多，比较多人的时候也只是在公共假期和周末。这些问题完全可以通过改善售票服务及对原有缆车做适当的升级来改善。他说，升旗山的价值就是让人享受森林美景，为了把游客在更短的时间送山上，与欣赏升旗山自然生态美完全背道而驰

（槟城26日讯）槟州民联政府以行动力证，先知穆罕默德诞辰游行不仅未取消，相反的无论在参与队伍甚至人数上，都比过去庞大!一共有57支政府机构参与，人数超过2465人。
掌管槟州宗教事务的阿都玛力行政议员事后接受访问时说，今年向州政府登记的游行团队共有55支，然而真正参与的团队和人数却超越这数字。
周五早上7时许，游行队伍已集聚在旧关仔角大草场，并在第一副首长曼梳、议长拿督阿都哈林、行政议员阿都玛力、州秘书拿督再纳的率领下浩浩荡荡出发。
游行队伍在8时许开始，途经莱特街，牛干冬再转入椰脚街，再回到槟州大会堂，全长2.4公里，耗时约一小时。
有别于往年，为避免不快事件发生，今年警方明显加强保安工作，除了一般的警员外，场中也可看到镇暴队驻守。
全力支持回教发展 林冠英获赞扬
早前不断被指边缘化马来人和回教发展的槟州首席部长林冠英，在宗教司的建议下，只陪同槟州元首敦阿都拉曼阿巴斯贤伉俪参与集会，不参与游行!
尽管如此，首长仍然获得第一副首席部长曼梳和行政议员阿都玛力先后发表谈话，全力为他消除有关边缘化回教发展的指控而“护航”。
两人无论在记者会上或在槟州大会堂集会致词时，都不断强调，感谢林冠英领导下的槟州民联政府全力支持回教发展之际，还给予回教事务理事会比过去更多的拨款。
阿都玛力在记者会上，还赞扬林冠英对槟州回教发展的用心。而曼梳则在致词时说，林冠英领导下的州政府已经采取许多努力提升回教的发展，这显示出州政府并没有边缘化回教。
至于林冠英，则是游行结束后，陪同槟州元首敦阿都拉曼阿巴斯伉俪出席集会。随同者还有光大区州议员黄伟益。
有心人借题发挥
针对早前闹得沸沸扬扬，有指州政府将取消今年的先知穆罕默德诞辰游行活动一事，阿都玛力说，不只这些，包括之前的树上餐馆等课题，都不是大课题，这一切都是有关方面借机攻击和破坏州政府的行为。
然而，他认为，槟城人并没有因此而轻信这批人，透过利用媒体所制造出来的课题。
新闻局最后时刻抽后腿 拒提供音响设备
行政议员耵都玛力声称，槟州民联政府遭由中央政府管辖的新闻局，在最后一分钟“抽后腿”，不提供货车及音响设备，导致主办单位必须临时向私人界租借!
行政议员阿都玛力在记者会上，指控新闻局在之前的多次游行小组会议上，都有出席但却未有任何表示，然而在最后一分钟却向州政府表示不提供货车和音响设备。
他说，以往新闻局都会提供设备参与游行，但有关代表在最后一次的会议上却缺席。
他透露，州政府是在本周三才接到新闻局的口头通知，指这些设备已被用于中央政府讲解政策活动的用途。这使到主办单位必须临时四处张罗，向私人界租借大型车、吊车和货车。
阿都玛力庆幸最终仍向非政府组织及一些政府部门成功租到大型车、货车、可装配音响系统的吊车和发电机。

Seventy-six Malay non-governmental organisations today joined forces to form a consultative council, Majlis Perundingan NGO Melayu (MPM), to defend Malays right and Islam in the country.
Among them were Pertubuhan Pribumi Perkasa Negara (Perkasa), Majlis Bekas Wakil Rakyat Malaysia (Mubarak), Federation of Malay Students Association of Peninsular Malaysia (GPMS, Malay Professional Thinkers Association of Malaysia and Cuepacs, the umbrella union for civil servants.
Perkasa president Ibrahim Ali, who acted as the council's spokesman, said the council's role was to act as a shield against those who tried to question Malay rights and privileges, the position of Islam and and the institution of the Malay rulers. "
At the same time, we will also be a polite pressure group to the government not to shirk from its responsibility in upholding fundamental matters as enshrined in Article 153 of the Federal Constitution," he told reporters at the launching ceremony of MPM at the Sultan Sulaiman Club in Kuala Lumpur.
Roundtable on March 7
He said MPM members would hold a roundtable on March 7 to discuss the economic direction of the Malays following Prime Minister Najib Razak's announcing of the new economic model for the nation.
"We also hope to meet the prime minister before the new economic model is announced because we do not want Malay NGOs to be "making noise" to voice their dissatisfaction over it... we want any policy made by the government to get support from all quarters.
"However, the government should also be proactive to Malay NGOs... meaning there should be give and take... if the government wants the support of NGOs, the government should also give due consideration to our views and feelings," said the member of parliament for Pasir Mas.
In MPM's statement circulated to media members present, the council asserted that its members must scrutinise each issue that had a bearing on the interest of the Malays, Islam, the Malay rulers and security and harmony in the country irrespective of who raised or questioned them and that they also highlight matters that are dear to the Malays.
Besides this, MPM said it would also prepare and implement an action plan to counter any provocation on matters that touch on the interests of Malays and Islam if they were construed as efforts by irresponsible parties to spread hatred.- Bernama

（吉隆坡27日讯）人民公正党领袖拿督斯里安华涉及肛交案审讯在国际上引起各国领袖关注，驻我国5个国家和国家或区域的大使馆使节周六出席公正党举办的新春团拜，再引起高度瞩目。
据这项公正党团拜筹委会指出，这是该党举办新春活动有史以来，首次获得外国使节的出席。
安华在团拜上致词时调侃政府及亲国阵人士，并笑称他们只会忙着进行示威工作。
“当澳洲要求大马司法机构撤销肛交案时，巫青团等人就向他们抗议。现在这些人是否又要向出席今天团拜的爱尔兰、新加坡和菲律宾等大使馆表达不满？ ”
他说：“从我被监禁6年了，如今又卷入肛交案里，受尽各种言论的轰击，这种都是属于小人的风格，好人是不会干这些事项的。”
他说，他和太太教育孩子从来没有教导他们去憎恨那些不一样文化的人，但是巫统超过50年的历史，都还未做到如此的层次。

Penang Chief Minister Lim Guan Eng has been told to contact the state police to fix a time and date for his statements to be recorded in relation to six reports against him.

According to the notice issued by the police, the probe is based on reports lodged in Penang - in Sungai Nibong, Kg Baru, Kubang Semang, Seberang Jaya, Sungai Pinang and Kepala Batas.
The notice said the alleged offences comprise four counts of participating in an illegal assembly, one of violating the Sedition Act 1948 and three counts of criminal defamation.
Lim’s lawyer, Jagdeep Singh Deo, described the investigations as a form of harassment.
"The police are listing six cases to be investigated. This clearly shows intention to harass the chief minister, but he will cooperate fully with the police," he told a press conference today.
The reports were lodged this year although the dates are not specified. Little else is known about the alleged offences or the complainants.
"If chief minister is to defend himself, he has to know what he is being accused of," the lawyer said.
Lim: No comment
Jagdeep, who is Datuk Keramat state assemblyperson, said he will submit a request to the state police chief for copies of the police reports.
Urging the police to investigate the allegations fairly, he also pointed out that they should investigate all reports lodged, regardless of the status of the person involved.
“Many reports have been lodged against others - the prime minister, menteris besar and cabinet members. I want to know whether the police are investigating those allegations,” added Jagdeep (extreme right in photo).
Lim, who was at the press conference, declined comment beyond saying that his lawyers are handling the matter.
The chief minister has recently come under relentless attacks from groups that have accused him of 'discriminatory' state policies against the Malays.

政府年發3萬AP給土著車商
（吉隆坡）一名從事轎車買賣行業的業者指出，大馬政府每年都會發出1萬5000張到3萬張AP給80至90名土著入口車商，而有意要引進入口車的各族車商，就必須繳付三四萬令吉給這些土著入口車商，以向他們購買AP，然後再利用AP來購買入口轎車，並運入市場銷售。
“本地消費者購買入口車的價格，除了包含入口稅、國產稅和銷售稅，同時還包含車商購買AP的價錢，因此，原本在國外只售三四萬令吉的外國轎車，在進口大馬後的售價都會超過20萬令吉。”
據他所知，土著入口車商只需繳付1萬令吉的稅務給政府，政府就會發AP給他們，過後，他們再以三四萬令吉的價碼把AP轉賣給車商，換言之，他們可通過每張AP賺取兩三萬令吉。光明日報‧2010.02.26
